Who determines cost effective
health insurance in your county? Is it Income Maintenance workers or Accounting
staff? If it is accounting staff, are these workers paid at the same pay grade
as the income maintenance staff?

In Wabasha County the Eligibility workers do the determinations and send payment requests to accounting.

Eligibility Workers determine eligibility and approve vouchers for Cost Effective Health Insurance in Roseau County. Then Accounting pays and posts in MMIS for reimbursement.

Currently Norman County has myself, the Fiscal officer determining and paying cost effective, my pay scale is above the eligibility scale. I was recently promoted to fiscal officer, before I was doing this as part of my accounting tech duties, we did it this way as I didn't have enough duties to keep me busy. We will now be transferring in the next month to a case aid. Our case aids are paid the same as the eligibility staff.

IM figures Cost Effective and enters the obligation information into MMIS in Grant County. Fiscal then issues the reimbursement to the individuals/families and claims the reimbursment in MMIS.

Lac qui Parle County has Eligibility Workers determine Cost Effective Insurance reimbursement rates and approve for accounting to pay. Accounting does bill for reimbursement of the CEI's through MMIS.
At Stearns we have accounting staff determine the eligibility. These staff are 1 grade lower than the financial workers.
