Paying for birth/death certificates

What arrangements do other counties have with their vital stats or recorders offices to purchase birth and death certificates?  Do you create journal entries to transfer funds from your PH&HS departments, or are you requesting and presenting a check each time you need to purchase a birth or death certificate?  Or… what other creative ways are you handling these purchases?

In Olmsted, the accountant for the licensing area does a journal entry to transfer the funds and record our expense.

In Carlton, we just write a yearly check and they keep it in an escrow type account and record when we need a birth or death certificate.

We get billed monthly and then an ACH transfer is done.

Pennington Recorder bills us and we issue them a check.

Brown Co completes a journal entry 1x per month for all birth / death certs during the month.
