How do counties handle the clothing allowance purchase at an
emergency level? Charge accounts, gift cards, VISA check-out, etc.?
Any creative ways out there other than foster homes using personal funds, then
submitting for reimbursement?

I recently posed the same question to Phylllis Meath at DHS, and asked for ideas to not impose a huge burden on a foster family with a new placement, such as pre-purchased gift cards to keep for emergency initial clothing; so that a family isn't going broke waiting more than a month for a reimbursement.
Here is her response:
"We don’t advise pre-purchase gift cards. Some counties address this by making more payments to the foster family at the beginning of placement. Weekly payments can be made instead of monthly to help offset the expenses."
That said, we now pay a new foster family after the first week or two, instead of making them wait a month to submit a first claim.
